Voting Procedure

Game Managers are responsible for making policy. Procedurally we discuss for 7 days, then vote on issues, allowing a 7 day period for GM’s to cast their votes should they wish to do so. Currently, we have always used the majority method for passage. The following is an updated procedure guideline proposal. Any issues may be brought forward by a GM or Administrative Director/Coordinator for consideration and discussion. These issues include, but are not limited to;
A. Minor/Routine/Housekeeping issues and initiatives

 a. changes to our cosmetic footprint on the internet, gfx updates or changes, or changes concerning logo’s/banners, and promotion images
 b. new Game Master applications
 c. Changes to text in forum and wiki areas, concerning a change to the title used, or description of an area
 d. Fleet Administrative position titles

B. Major issues and initiatives

 a. Administrative appointments
 b. Administrative / Game Master removal 
 c. Major Fleet procedural changes
 d. Any disciplinary procedure initiative or change

If a subject/topic/issue is brought forwarded and not previously listed, the Council Director will determine it’s level of importance based on the merits of the issue.

Procedure

Minor Votes will be handed as follows:

 1. A 72 hour discussion window will be opened in which GM’s can discuss the topic and debate points of interest.
2. The petitioning GM will have 24 hours to make any final points they feel necessary to make, add any rebuttal comments, and call for a vote. At this time, any GM may second the motion for a vote.
3 . A 72 hour voting window will be opened in which all GM’s interested in casting a vote may do so.
4. GM’s may, vote in the affirmative, in the negative, abstain, or ignore the vote.
5. Votes will be counted and the measure passed based on a majority of votes in the affirmative. Voters who abstain will not be counted in the voting majority.

Major Votes will be handed as follows:

2. The petitioning GM will have 24 hours to make any final points they feel necessary to make, and call for a vote. At this time, any GM may second the motion for a vote.
3 . A 7 day voting window will be opened in which all GM’s interested in casting a vote may do so.
4. GM’s may, vote in the affirmative, in the negative, abstain, or ignore the vote.
5. Votes will be counted and the measure passed based on a majority of at least 2/3 of the counted votes being in the affirmative. Voters who abstain will not be counted in the voting majority.

GM voting responsibility

GM's are the voice of their Simm/Game, and will retain that responsibility in the event of a short tern leave. It is the responsibility of the GM to keep themselves informed on ongoing events in the forums GM section.

GM's on extended Leave Of Absence where they would have no connectivity to the internet, and thus, our forums, in order to track an issue, will simply be considered to have abstained, and thus will not be counted towards the necessary majority.

Changes to this policy/procedure once adopted will be considered a major vote issue, and be required to follow the Major vote guidelines.
